Federal Government Removes Tertiary Institutions from IPPIS, Shifts to GIFMIS for Payroll Management

The Federal Government, led by President Bola Tinubu, has removed universities and other federally-owned tertiary institutions from the Integrated Personnel and Payroll Information System (IPPIS), transitioning them to the Government Integrated Financial Management Information System (GIFMIS) for payroll processing. This decision, announced by the Office of the Accountant General of the Federation (OAGF), follows a directive aimed at restructuring payroll management within federal institutions.

In an interview with The Nation, Bawa Mokwa, the Director of Press and Public Relations at the OAGF, confirmed the shutdown of IPPIS for these institutions, explaining that it aligns with the government’s directive. “It was only natural for the IPPIS platform for FTIs to be shut down, given the Federal Government’s directive to remove these institutions from the system,” Mokwa stated.

Effective November, salaries for federal tertiary institution staff will be processed through GIFMIS. Institutions are required to submit payrolls in Excel format to IPPIS for verification, ensuring accuracy and continuity during the transition. Addressing concerns about potential changes to salary account details, Mokwa clarified that there are no instructions requiring employees to change the financial institutions linked to their accounts. He emphasized that employee welfare remains a priority and that no disruptive directives would be issued.

The OAGF also called on banks to manage salary accounts more effectively, and Mokwa noted that employees seeking to change their salary accounts could follow established procedures to avoid any payroll issues.

This shift marks a significant change in Nigeria’s payroll administration for federal institutions, with GIFMIS expected to streamline payroll processing and address previous challenges associated with IPPIS.
