In a bold move to enforce compliance with land regulations, Nyesom Wike, the Minister of the Federal Capital Territory (FCT), has revoked 762 plots of land in the high-brow Maitama 1 District of Abuja. The action is targeted at prominent Nigerians and corporate entities that failed to pay for their Certificates of Occupancy (C-of-O).
Additionally, the Federal Capital Territory Administration (FCTA) issued a two-week ultimatum to 614 individuals and organizations, threatening to withdraw their Rights of Occupancy (R-of-O) if they do not clear outstanding bills for their plots.
Prominent Names on the List
The revoked plots belong to several high-profile individuals, including:
- Muhammadu Buhari Trust Foundation (linked to former President Muhammadu Buhari)
- Former Chief Justice of Nigeria, Walter Onnoghen
- Speaker of the House of Representatives, Abbas Tajudeen
- Governor of Kaduna State, Uba Sani
- Secretary to the Government of the Federation (SGF), George Akume and his wife, Regina
- Former governors, including Rochas Okorocha, Ben Ayade, Seriake Dickson, and Ahmad Sani
Other affected individuals include former and serving federal lawmakers such as Enyinnaya Abaribe, Dino Melaye, Barnabas Gemade, Shehu Sani, Andy Uba, Abba Moro, and Biodun Olujimi.
Grounds for Revocation
The FCTA invoked Section 28 of the Land Use Act of 1978, which allows for revocation due to non-payment of statutory fees or breach of terms outlined in the C-of-O. According to the FCTA notice, the affected individuals and entities failed to settle bills despite prior grace periods.
Wike’s Warning to Defaulters
Minister Wike emphasized his commitment to enforcing land-use policies for the benefit of the public. He warned that the era of multiple allocations and unpaid land fees was over, stating, “When we make the right decision, some people will be happy, and some will not. The rich will kick against some of our decisions, but anything that will help our people must be done.”
Wike had earlier announced reforms in the FCT, including pegging the cost of obtaining a C-of-O at ₦5 million with a four-month payment window.

This move is likely to spark reactions from affected parties, but many observers see it as a necessary step to enforce compliance and accountability in land management. Analysts have lauded the minister’s resolve to prioritize public interest over the influence of powerful individuals.
Revocation Trends
Since assuming office in August 2023, Wike has taken decisive actions against land defaulters. In September, he revoked 165 plots belonging to prominent Nigerians for non-development of allocated lands.
As the FCTA continues to implement these reforms, stakeholders are urged to comply with land policies to avoid penalties.
