In a dramatic policy shift, U.S. President Donald Trump has signed an executive order cutting financial assistance to South Africa, citing concerns over its land expropriation policy and its genocide case against Israel at the International Court of Justice (ICJ).
The United States had allocated nearly $440 million in aid to South Africa in 2023, but the new directive seeks to halt this financial support. Additionally, the Trump administration announced plans to facilitate the resettlement of white South African farmers and their families in the U.S. under the country’s Refugee Admissions Program.
Land Policy and Musk’s Involvement
Trump, without providing specific evidence, accused South Africa of “confiscating land” and claimed that “certain classes of people” were being treated unfairly. Billionaire entrepreneur and South African-born Tesla CEO, Elon Musk, backed these assertions, alleging that white South Africans have suffered under what he described as “racist ownership laws.”
South African President Cyril Ramaphosa, however, has repeatedly defended the land redistribution policy, insisting that it aims to address historical inequalities from the apartheid era. The South African government maintains that the initiative does not involve unlawful land seizures but seeks to ensure broader access to land ownership.
ICJ Case Against Israel Fuels Diplomatic Rift
South Africa’s recent legal action against Israel at the ICJ has also fueled tensions with Washington. The case accuses Israel of committing genocide in Gaza amid its ongoing military operations, which have resulted in thousands of casualties and a deepening humanitarian crisis.
The U.S. has strongly opposed South Africa’s stance, viewing it as an attack on one of its closest allies. Trump’s decision to cut aid is seen as a direct response to Pretoria’s legal challenge at the ICJ, signaling Washington’s growing frustration with South Africa’s foreign policy decisions.

Following the announcement, South African officials expressed disappointment, describing the decision as politically motivated. Government spokespersons reiterated that the country remains committed to land reforms and to pursuing justice through international legal channels.
